Heat vegetable oil in a large pan over medium heat.
Add cubed potatoes and fry until they are golden and crispy. Remove from heat and place in a large mixing bowl.
Sprinkle cumin seeds, chaat masala, red chili powder, roasted cumin powder, and black salt over the potatoes. Mix well to coat the potatoes evenly with the spices.
Add chopped onions, tomatoes, cucumbers, and green chilies (if using) to the bowl with the potatoes. Mix well.
Drizzle tamarind chutney and green chutney over the mixture. Toss everything together to combine.
Garnish with chopped fresh cilantro, pomegranate seeds, and sev if using.
Serve immediately with lemon wedges on the side for squeezing over the top.
