Preheat oven to 350°F (175°C).
In a medium bowl, whisk together flour, cocoa powder, baking powder, and salt.
In another bowl, melt butter and chocolate together, stirring until smooth.
Add sugar to the melted chocolate mixture and whisk until well combined.
Add eggs one at a time, mixing well after each addition.
Stir in vanilla extract.
Gradually add dry ingredients to the wet ingredients, mixing until just combined.
Spread the batter evenly in a greased 9x13-inch baking pan.
Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.
Let the brownies cool completely in the pan.
Cut brownies into squares and sandwich a scoop of ice cream between two brownie squares.
